If any animal in the City is diseased, rabid or exposed to rabies, is vicious or dangerous or believed to be mortally wounded and if such animal cannot be impounded without serious risk to the person attempting to impound such animal, it may immediately be killed by a City officer or a Sheriff, without notice to the owner.
