No person shall install any individual sewage disposal system in the City of Kellogg without first obtaining a permit therefor from the Wabasha County Zoning-Environmental Officer. Application for the permit shall be made in writing and contain such information as may be required by the Wabasha County Zoning-Environmental Officer.
